The statement of reasons for rejection of a low bid as provided in subsection 1-10B-6B of this article, the reasons for an emergency purchase made pursuant to section 1-10B-7 of this article, any waiver pursuant to subsection 1-10B-6C of this article, and any estimate of the cost of public construction work made by the city engineer or water and power engineer pursuant to subsection 1-10B-3B of this article, where the estimate exceeds the sum of five thousand dollars ($5,000.00), shall become a part of the official records of the city and shall be made available to the public upon request.
