Every officer of the city shall, within five (5) days after notification and request, deliver to the successor in office all properties, books and effects of every description in the officer’s possession belonging to the city or appertaining to the office, and upon refusal to do so, the officer shall be liable for all damages caused thereby and guilty of a class B misdemeanor and, upon conviction, subject to penalty as provided in section 1-4-1 of this title.
