It shall be the duty of the city engineer to locate the lines and grades of all streets, sidewalks, alleys or other public ways, and to determine the position, size and construction of all sewers, waterworks, irrigation or drainage canals, reservoirs, culverts, aqueducts, bridges, viaducts, or other public works or appurtenances, and to prepare plans, maps or profiles of the same, and to make estimates and furnish specifications for any of said work, whenever required to do so by the city council. The city engineer shall, under the direction of the city council, have general charge, supervision and inspection of all public improvements and public works undertaken by or on behalf of the city by contract or otherwise, and shall see that the same are performed in a workmanlike manner, and in accordance with the authorized plans and with the terms and specifications of the contracts.
