If any person shall obstruct or hinder the encroachment officer or deputies, or other person under the direction of the public works director, in the performance of the duties prescribed in section 1-7F-1 of this article, or shall fail or refuse to remedy any conditions as referenced in section 1-7F-1 of this article, such person shall be guilty of a class B misdemeanor and, upon conviction, subject to penalty as provided in section 1-4-1 of this title.
