It shall be unlawful for any person to offer to sell or lease, to contract to sell or lease, or to sell or lease any such final subdivision, or any part thereof, which is located in the city, until a final subdivision plat thereof, in full compliance with the provisions of this title, has been duly recorded in the office of the county recorder.
