In all areas of the city, connection shall be made to public water, electrical and sewer facilities, unless waived by the city engineer or designee upon demonstration of an equivalent alternative acceptable to the city. All utilities shall be located underground, unless specifically approved otherwise by the city engineer or designee, and all construction shall comply with state building codes and all city standards.
