As a condition of his right to do business in the city, each applicant and licensee accepts all regulations and provisions of the ordinances of the city as they may apply to any aspect of the applicant or licensee’s business and agrees to comply with the same. The applicant or licensee shall permit all lawful and reasonable inspections of business operations and premises as provided hereunder for the purpose of ascertaining such compliance with the laws and regulations of the city in areas of health, fire prevention, safety and consumer protection, together with such examination of his business books and records as may be necessary to ascertain the number of employees and other basis for determining the payment of fees hereunder.
