Where a licensee provides facilities for lease by others who intend to vend a product or carry on a business of a type different from that of the licensee, a sublicense shall be obtained by each such lessee of facilities in advance of doing business in the city for purposes of registration and accountability. An application shall be prepared containing the identity of the owner of the business, the identity of the operator of the business, the permanent or home address of the vendor, a driver’s license number if the lessee is not already holder of a business license at another location within the city, tax number, and the nature of business and type of goods or services to be merchandised. The license officer may request copies of sales material or other information pertaining to the sublicensee and its business to supplement the application if it is necessary and reasonable to do so. Applications shall be submitted, together with the appropriate fee, through the licensee, and each such lessee shall then become a sublicensee for the purposes stated in the submitted application only. A sublicense for five (5) days or less, or a sublicense for thirty (30) days, shall be in such amount as established by resolution of the city council. In either case, a license shall expire subject to renewal at the end of the period specified. Issuance and renewal of sublicenses shall be subject to all the provisions of this chapter and may be refused in the discretion of the license officer if it appears that the sublicensee intends to operate a business for more than three (3) months, in which event the regular licensing requirements shall apply.
