Pursuant to powers granted by the state, the city intends by this title to license businesses and occupations within its corporate limits, and regulate businesses not otherwise regulated by an agency of the state; to maintain a current index of licensed businesses and occupations; and to raise revenue for municipal purposes, including, among other things, those costs of servicing businesses and administering this title, by imposing license fees upon such businesses and occupations.
