Any commercial activity listed in this chapter or any other activity which is determined by the chief of police, the fire chief, or the business license officer to have a higher than average risk of potential harm to public safety or welfare, or risk of potential consumer fraud, either because of the nature of the activity, its location or past experience with similar activities, may be required to operate under a license providing for a bond and other reasonable conditions limiting conduct of the licensed activity. Where it is found that the commercial activity is likely to result in violation of a state law or city ordinance, the business license officer may refuse to issue a business license. Any actions of the license officer under the provisions of this section may be appealed in the manner provided in section 3-2-1 of this chapter. (Ord. 10-3-1989, 10-19-1989)
