A fee in such amount as established by resolution of the city council shall be paid for each amusement device, and every person who owns and operates three (3) or more such devices shall be considered to be in the amusement device business and shall pay an annual license fee in such amount as established by resolution of the city council for a business license in addition to the license required for any different type of business on whose premises the individual amusement device may be located. The total fee payable by a person engaged in the ownership and operation of amusement devices shall not exceed a total license fee in such amount as established by resolution of the city council.
