Each licensee shall file with the Utah industrial commission a schedule of fees to be charged and collected in the conduct of its business, which schedule shall be posted in a conspicuous place in the agency. Changes in the schedule may be made, but no change shall become effective until seven (7) days after the date of refiling the amended schedule with the Utah industrial commission. No fee charged or collected shall be in excess of the fee as scheduled and in force at the time of the issuing of the contract for employment services. In addition, no licensee shall charge any fee in excess of twenty five percent (25%) of the amount actually earned in the employment during the first thirty (30) days if such employment was ended during such thirty (30) day period.
