The for-hire vehicle driver’s permit must, under penalty of revocation of the permit, be constantly and conspicuously displayed on the outside front of the driver’s outer garment when he or she is engaged in his or her employment. The permit shall be nontransferable, and it shall be unlawful for any person to wear any such permit or one so similar as to deceive any person, unless the same has been regularly issued, as provided herein, to the person wearing the same.
