Any person engaging in the business of causing mail to be forwarded, or receiving delivery of mail on behalf of or as agent for another person or entity, or any person engaging in the business of providing telephone or other communication services for a fee to another person or entity, must first obtain a license as required by subsection 3-1-4A of this title and comply with the requirements of this article.
