The curbside residential recycling collection program is mandatory for all residences, if the city makes the program available, except for a responsible party that opted out of the program prior to April 1, 2020, or as otherwise provided in this chapter. Collection and disposal of all residential recyclable materials within the corporate limits of the city shall be provided exclusively by the district, except for residential recyclable materials hauled to the landfill or the city reuse center by the owner or occupant of a residence.
