A. Created: There is hereby created a division of animal control with power to apprehend, take and impound any animal found in violation of this chapter, including licensable dogs for which no license has been procured in accordance with this chapter, and otherwise carry out and enforce the provisions hereof.

B. Division Lieutenant: The division lieutenant of the division shall be accountable to the chief of police, and he may be assisted in his duties by any peace officer or animal control officers as the chief of police may designate.

C. Duties Of Officials:

1. Division Lieutenant: The division lieutenant shall:

a. Enforce this chapter and perform other responsibilities pursuant thereto.

b. Supervise the municipal animal shelter under his jurisdiction.

c. Keep adequate records of all animals impounded and all monies collected.

d. Implement and enforce the provisions hereof requiring dogs to be licensed and commercial establishments to have regulatory permits.

e. Establish, in cooperation with other interested governmental agencies, adequate measures for rabies immunization and control.

2. Officers: Each animal control officer or designated peace officer shall:

a. Enforce this chapter in all respects pertaining to animal control within the jurisdiction, including the care and impounding of animals and prevention of cruelty to animals.

b. Carry out all duties prescribed or delegated by the division lieutenant.

D. Interference With Officers Prohibited: It shall be unlawful for any person to knowingly and intentionally interfere with the division lieutenant, or any animal control officer or peace officer under his direction, in the lawful discharge of his duties as herein prescribed.
