A. Duties; Reports: It shall be the duty of the public works director to see that all provisions of this chapter, resolutions, orders, and policies of the city council relating to the improvement of streets, alleys, sidewalks, bridges or culverts are carried into effect. The public works director shall have charge of all tools and materials used for street purposes.

B. Supervision Of Work On Streets: It shall be the duty of the public works director to take charge of all streets in the city and superintend all work done thereon, whether under contract or otherwise; provided, that he shall at all times be subject to and act under the direction of the city council. During the progress of any improvement he shall observe and report whether any breach is made in the terms of any contract in pursuance of which any such work or improvement is in progress; and no work done upon the streets under any contract shall be paid for in full until the public works director shall report the same to be complete.

C. Access Management Policy: The public works director shall prepare an access management policy to govern the location, number, spacing, and design of access points on city streets to minimize site access conflicts and maximize the traffic capacity of city streets. The public works director shall present the access management policy to the city council for approval. Upon approval of the city council, the access management policy shall remain in force unless amended by the city council. The director of public works shall have authority to approve minor deviations from the policy for good cause, all other deviations shall be approved by the city council. The approved access management policy shall be made available for inspection and copying at the public works department office during regular business hours.

D. Complete Streets Policy: Upon approval of the city council, the complete streets policy shall remain in force unless amended by the city council. Complete streets committee members shall be appointed by the mayor. A member may be removed and replaced at the discretion of the mayor. The committee, by majority vote, shall have authority to approve minor deviations from the policy for good cause; all other deviations shall be approved by the city council. The approved complete streets policy shall be made available for inspection and copying at the public works department office during regular business hours. (Ord. 2008-03-001, 3-6-2008; amd.
