It shall be unlawful for any person to install any gasoline pump, bowser or similar device for the storage, handling and/or dispensing of gasoline, oil or similar products on the sidewalk, street, curb line, or other property owned or subject to the control or supervision of the city, unless a resolution granting such right in each specific case is passed by the city council. (1962 Code § 9-1-24)
