Any person, firm or corporation making any excavation or tunnel in or under any public street, alley or other public place in the city where no pavement exists, shall immediately upon completion of the project restore the surface to its original condition. Additionally, any opening in a paved or improved portion of a street shall immediately, upon completion of the project, be repaired and the surface relaid by the applicant. All work site restoration as required by this section shall comply with all ordinances of the city, the city standard specifications for design and construction, any requirements set forth by the public works encroachment officer in issuance of the permit, and under supervision of the director of public works, and shall include, but not be limited to, repair, cleanup, backfilling, compaction and stabilization, paving and other work necessary to place the site in an acceptable condition following the conclusion of the work or the expiration or revocation of the permit.
