Any commercial activities or operations conducted at the airport shall require the approval of the city council. Any person wishing to commence activities or operations at the airport shall make application for city approval through the airport manager. All applications for commercial aeronautical activities shall state in writing how the applicant will comply with each requirement set forth in the Minimum Standards for Commercial Aeronautical Activities and other applicable provisions of this chapter.
