The city shall have access at all reasonable hours to all plans, contracts and engineering, accounting, financial, statistical, customer and service records relating to the property and the operation of any company franchised hereunder, and to all other records required to be kept hereunder, including meter checks and revenue, such access to be allowed to any authorized representative of the city energy services department.
