The risk manager is authorized to pay claims arising under this chapter under the supervision of the claims committee from the self-insured retention fund for the purpose of compensating loss sustained by the owner or occupier of property as the result of a break or backup in a city owned and maintained water main or sewer line, regardless of fault, within the restrictions, limitations and other provisions of this chapter. Property owned or occupied by the United States or any of its departments or agencies, the state, county, school district, or other governmental agency, shall be excluded from the effect of this chapter.
