All plats, maps and other documents submitted to the city describing legal boundaries of lands within the corporate limits of the city, including, but not limited to, subdivisions, townhome or condominium developments, annexations, road or right-of-way dedications, commercial developments, lot splits, lot line adjustments and zone changes, shall be tied to the HCN and shall meet the requirements of section 9-11-3 of this chapter, except were the entire easement or right-of-way can be described by existing property lines.
