Where public improvements are installed which are intended to extend, expand or improve the city’s public improvements beyond the public improvements required to service or benefit the subdivision or development activity proposed by the developer, the city, in its discretion, may enter into a written reimbursement agreement with the developer who installs the public improvements. The amount and source of the reimbursement to the developer shall be determined pursuant to a reimbursement schedule adopted by the city council after receiving recommendations from the city engineer. The reimbursement amount for the oversized portion of the public improvements shall not exceed the actual, reasonable costs incurred in installing the oversized portion of the public improvements.
