All zoning maps, land use maps and regulations, and the general plan may be amended from time to time by the city council. All proposed amendments shall be submitted first to the planning commission for consideration at a public hearing. The city council shall consider the recommendation at a public meeting, and make a final determination to adopt, modify, or reject the proposed amendment. Sixty (60) days after the proposed amendment was submitted to the planning commission for consideration, the city council may consider the planning commission’s failure to make a timely recommendation as a negative recommendation.
