The sales and use tax imposed under this article shall be retroactive to one minute after twelve o’clock (12:01) A.M., January 1, 2000. The provisions of the predecessor sales and use tax ordinance of the city, which is repealed hereby, shall be deemed to have continued effective until twelve o’clock (12:00) midnight, December 31, 1999. The provisions of this ordinance which are not in conflict with the former ordinance shall be deemed to be a continuation thereof, and any rights, duties and obligations arising thereunder shall not in any way be deemed abrogated or terminated.
