Except for those vehicles carrying a distinctive handicapped license plate or transferable identification card and actually transporting a handicapped person, no person shall park any motor vehicle in a parking space located on any public property or private property which is used or intended for use by the public, which is clearly identified as reserved for use by the handicapped. For purposes of this section, a parking space is clearly identified as reserved for use by the handicapped if it has vertical signage which includes the international symbol of accessibility that is visible from a passing vehicle. A parking space reserved for use by the handicapped includes an access aisle, if provided, that is adjacent to and considered part of the parking space if the access aisle is clearly marked on the surface.
