The franchise and rights granted pursuant to this article shall take effect and be in force from and after the passage of a resolution by the city council granting such franchise and upon filing of acceptance by the company of the franchise with the city recorder, and a franchise so granted shall continue in force and effect for a term of three (3) years thereafter. In the event acceptance by the company is not filed within thirty (30) days after passage of a resolution granting the franchise and service begun within sixty (60) days after the acceptance date, any franchise granted hereunder shall be null and void.
