Any company granted a franchise hereunder shall pay to the city for the privilege of operating an electrical system under such franchise the initial sum of one thousand five hundred dollars ($1,500.00), together with a sum equivalent to two percent (2%) of the annual gross operating revenues taken in and received by it on all retail sales of electricity within the city.
