In consideration for the construction and installation by the developer of system improvements which are required by the city as a condition of approving the development activity, the city council may, in its sole discretion, grant the developer a credit against applicable impact fees assessed on development within developer’s project as determined by the city after receiving the recommendations of the city engineer.
