Failure of a licensee at any time to meet any of the above conditions, or any other ordinance of the city, shall result in a revocation of the license to do business, subject to the hearing provided in section 3-1-19 of this title. Violation may also result in the application of that penalty prescribed in section 3-1-21 of this title. Each day of operation while in violation of this article may constitute a separate offense thereunder. Nothing herein shall be construed to permit door to door peddling or solicitation in a residential neighborhood, or the sale of commodities other than ready to eat food, beverage and related items from a mobile or portable facility.
