All temporary parking lot businesses operating within the city shall comply with the following standards:

A. The type of business must be a permitted use within the C-2 and/or C-3 zone.

B. The temporary parking lot business must be parked and located:

1. On an improved surface;

2. At least fifty feet (50') from any entrance to the property from a public street;

3. In a manner that does not interfere with the normal flow of traffic, function of the parking lot, or emergency access;

4. In a manner that assures one (1) customer parking space for the temporary parking lot business but does not use more than five (5) parking spaces total. In no event shall a temporary parking lot business be permitted if there is insufficient parking for the property owner and fixed businesses currently at the location; and

5. In compliance with all setback requirements for the zone.

C. A temporary parking lot business is prohibited from allowing any minor child, as a customer, inside the vehicle, trailer, or mobile structure without being accompanied by an adult.

D. The owner of a temporary parking lot business must possess all federal, state, or local licensing and permitting which may be required for the use. This includes vehicle licensing as well as a business license.

E. The temporary parking lot business must comply with all lighting, sign, and fire regulations of this code and the Utah Code.

F. The temporary parking lot business shall dispose of any wastewater at the St. George Wastewater Treatment Plant or other appropriate disposal facilities approved by the water treatment department. Disposal or dumping of any black or grey wastewater in any nonapproved location shall result in the immediate revocation of any development permit or business license.

G. The temporary parking lot business must have the required licenses and permits with them and be available for inspection at all times. (Ord. 2022-12-004, 12-15-2022; amd. Ord. 2023-039, 11-16-2023)
