No person shall utilize the airport or any portion thereof for revenue-producing commercial activities or solicit business or funds for any business or activity except as permitted under the terms of an existing lease or, if such activity does not require a lease, by written permission of the airport manager. Failure to fully comply with Minimum Standards for Commercial Aeronautical Activities as adopted by the city council from time to time shall be a basis for revocation of the right to utilize the airport for these purposes.
