There is hereby created the city water services and energy services departments, which shall be managed by the water services director and energy services director, respectively, under direction of the city manager, in the same manner as all other city departments, with all authority and responsibility resting with the mayor and city council. The water and energy services board shall act as an advisory body to the mayor and city council with respect to policy related matters associated with this department.
