Except as provided in section 5-5A-5 of this article, any remaining or loitering upon any of the sidewalks, streets, alleys or public places in the city by a minor in excess of the times prescribed for said minor in section 5-5A-2 of this article is prima facie evidence that said remaining or loitering is unlawful.
